Introduction An expert in energy and climate issues, Garvey provides clients with strategic consulting, project and issue management, and governmental relations advice. Prior to joining Weber Johnson, Garvey was the point person for Minnesota Governor Tim Pawlenty on energy issues, climate policy, and telecommunications for more than five years. As director of the Office of Energy Security and deputy commissioner of the Department of Commerce, he led the Governor’s clean energy team in producing renewable energy policies, implementing energy efficiency programs, crafting a greenhouse gas emissions reduction plan, and encouraging significant energy infrastructure. Garvey also helped draft the 2007 Midwestern Governors Association climate accord and energy platform, chaired the Minnesota Public Utilities Commission (PUC), directed the Minnesota Office of Environmental Assistance, and served former U.S. Senator David Durenberger. Garvey has a doctorate from the University of Minnesota Law School, a master of business administration degree from the University of St. Thomas, and a bachelor’s degree from the University of Minnesota.
