| Introduction | I am a civilian who has concerns about all kinds of things: I worry about the possibility that our nation's Intercontinental Ballistic Missiles could be hijacked by terrorists and I worry that I could, inexplicably, be misrepresented to law enforcement as a criminal, despite being a perfectly ordinary, law-abiding civilian woman.
