Introduction	Mr. Duncan currently is a collection and court compliance consultant for the CCOC. Among the duties of this position, Mr. Duncan conducts collection training for Clerk offices and provides on-site collections technical assistance specifically tailored for individual Clerk offices. Mr. Duncan also monitors various in-state and out-of-state websites for current collection practices. The information he collects is available via the CCOC website and his blog (Russ’s Corner) to all Clerk offices. Mr. Duncan served as a Compliance/Collection Specialist for the Texas Office of Court Administration (OCA) where he assisted in designing processes to assist cities and counties with collecting court-related revenues. Additionally, he was in law enforcement for over 30 years in California and Arizona.
