Introduction Rose King is a political and policy consultant and a family member of individuals with serious mental illness, who has served as executive and advisor to State Legislative and U.S. Congressional leaders since the 1970's. She is a principal co-author of Prop 63, and has served on numerous community Boards of Directors, including the National Alliance on Mental Illness California. As Chief of Staff to Lieutenant Governor Leo McCarthy, Rose initiated a California Task Force on Serious Mental Illness, leading to landmark legislation in 1989 and the Integrated Service Agency model pioneered by The Village program. The proven service model is a foundation for mental health Systems of Care funded by Prop 63. Rose consulted for the 2000 Legislative Committee on Mental Health Reform and for then-Attorney General Bill Lockyer during his tenure on MHSA Oversight and Accountability Commission in 2005-07. In November 2009, Rose filed a whisitleblower complaint with the California State Auditor, documenting the state's failure to implement Prop 63 law. "63Reports" will continue to compile evidence to compel policy changes and compliance with the law.
