Introduction	Roger Messenger is President of the Institute of Revenues, Rating & Valuation. He is also Chairman of TEGoVA (since May 2007) representing the IRRV. Roger, Bachelor Science Degree in Estate Management, is a fellow of the Royal Institution of Chartered Surveyors (RICS) and a Recognised European Valuer (REV) with over 30 years experience as a property valuer in the UK. He first worked for Turner, Rudge & Turner as a valuation surveyor as a Partner Assistant. In 1981 he joined the London based chartered surveyors and town planners firm Wilks Head & Eve, as a Partner Assistant, in 1993 he became Partner. Roger is former President of the RSA (Rating Surveyors Association). He is the International Representative of the Institute of Revenues Rating And Valuation (IRRV) and Chairman of The European Group of Valuers' Associations (TEGoVA).
