One of the best suggestions I've seen on the subject of non-EU airlines flying to europe is to expand the Zurich airport as its not part of the EU. Make Zurich a major hub for travel that stops in the EU, bypass Frankfort and London, pay the tax on your shorthaul flight not the long haul.
