The "VESA Display Data Channel Command Interface Standard Version 1.1" standard says the following about pull-ups on the DDC/CI lines:
Section 9.4: New host designs shall not use less than 2.2k Ohm (5%) pull-up resistor on both SDA and SCL lines.
Section 9.2: However, it is recommended to put a 12 to 15 kOhm pull-up resistor on both SDA and SCL signal lines in order to achieve optimum communication speed in a noisy environment, or when a VGA expander cable is used.
