According to their IEEE paper (https://pages.cs.wisc.edu/~markhill/restricted/MKreadings2000percaitlin/ieee_micro_1993_alpert.pdf) the D1 pipeline stage makes a determination over both instructions in the pair as to whether they can proceed without microcoding. Microcode would only apply for executing the first instruction but the microcode itself can actually utilize both the U and V execution pipes.
