You note that the 4K EEPROM array is much bigger than the ~1.3K known stored data. Perhaps this is all part of the anti-tearing functionality? Having a second copy of everything is far and away the easiest way to make that happen, and the array is twice the known data size, rounded up to power of 2, right?
