Alas I think "Cargo cult," meaning the caricature version, is going to persist as long as boiled frogs has. (Some would include 'tragedy of the commons' as a third.) Unfortunately, although based on incorrect premises, the expressions still describe things that people actually do.
"Build it and they will come" is similar to "cargo cult" because "they" often don't come after all. And while frogs won't sit still as their water temperature rises, humans certainly will.
