Councilman Luis Cotto said he introduced the ordinance, in part, as a way to get a conversation started about racial profiling in the city.
---------------
Right. Let's stimulate conversation by burying our cops under a politically correct pile of paper.
-------------------"It seems like a no-brainer not to do surveillance on someone unless they are suspected of doing a crime, but in this day and age, you have to spell that out for people," he said.
--------------
No-brainer condescends to his constituents.
----------------
Hartford Police Chief Daryl K. Roberts wrote that the ordinance "would greatly restrict the Hartford Police Department's ability to function as a law enforcement agency and preclude us from working with our federal, state and local law enforcement partners." In addition, he wrote, "the city of Hartford may also be at risk of losing grant funds we received from federal, state and local governments that require information sharing and agency cooperation."
--------------------
Yeah, but what does he know?

To answer your question on "Petersen two signatures short", anyone petitioning should always try to go over the number required by at least 10% as a buffer. I'm not sure what she needed or had for numbers, but if she cut it that close, she doesn't have anyone advising her properly.

As far as Councilman Cotto wanting to get a conversation started, this is nothing but grandstanding for groups that put him up to introducing the ordinance. If it passes, these groups can now say they had a success in Hartford, CT on their websites.

It might be nice if he started the conversation with his constituents rather than the people that spoke in favor of the ordinance from Northhampton, MA, Canterbury, CT, Manchester, CT and who knows where else. If the people from Northhampton, Canterbury or where ever else feel so strongly about how Hartford operates and the issues we face as a community, please let them know we have plenty of vacant properties here where they can take up residence and face the same issues we face everyday. I don't think Canterbury,CT even has a police department never mind any chance for racial profiling, it's probably one of the most "lily white" communities in CT, as Councilman Cotto might call it.

Luckily for Cotto, they don't require a polygraph to be an elected official.

They do require one for a police officer applicant though, so count Cotto out on that, the questions about theft and embezzlement might be a deal breaker (i.e. Charter Oak Cultural Center)

If we hold to the "rule of 2's" for Councilman Ritter's seat which will be open in January, it would have to be filled by a "lily white" person.

Maybe I'll throw my name in for that, it could be interesting.

the only "conversation" that interests Cotto is how he or his family could benefit from the "conversation"

But, Mary, why don't you tell us what would happen under the ordinance? I'm still waiting to hear someone explain how the ordinance would improve our situation here in Hartford. In this day and age, you have to spell it out for people.

The arrests are the result of a multi-agency effort by the ICE-HSI Operation Community Shield Task Force (OCSTF), comprised of about 20 federal, state, and local law enforcement agencies from the states of Massachusetts, Connecticut and Maine. Using ICE's transnational reach and broad legal authorities to combat the proliferation of criminal street gangs, ICE targets those individuals posing the greatest threat to our national security and public safety by focusing on foreign-born members of these violent street gangs.
---------------------------
Thanks, Anonymous, for the ICE address. I would appreciate it very much if someone in favor of Councilman Cotto's proposed ordinance might comment on the effects of the ordinance on our Police Dept's ability to cooperate in such busts.
