If Thody was coming back to the city as was documented in the IA report, he probably was above the MV laws.

Sec. 14-290. Exemptions from motor vehicle laws. (a) Motor vehicles in the custody and use of officers in the performance of their duties shall be exempt from any traffic regulations of any town, city or borough, and from the provisions of this chapter and of chapter 246, so far as such exemption is necessary for the effective enforcement of any of the provisions of the statutes.

Does the EXIF info encoded in the digital images support the assertions made in the report? Do the cell phone (tower) records show that he was in the area of the accident within a reasonable time after his notification of the BLM demonstration?

He wasn't enforcing any laws, he claims he was hurrying to the station for a protest. Exemption doesn't apply.
