Kevin...maybe the NRZ's should be organized to protest the attempt to put in Susan McMullen.

On another note,it could be that Mayor Segarra,nice and competant as he is,doesnt have the intestinal fortitude to block this cronyism or perhaps there is or was some underlining agreement as they left...

These political prostitutes wont stop unless and until the Mayor and the Council steps in and stops the leeching off the citizens of Hartford.

The Mayor can make a call to Sandy Borges,who he appointed,and request that the Crumbie Law Firm be taken off the city lawyer referral list.The Mayor and Council could convene a meeting of the whole or Kennedy could conduct a OMB meeting and subpoena and bring in Felon Perez and the CARC folks..as well as Hennessey and the BOE folks and grill them for the record and under the spotlight..

What's the fkn point of firing anyone from city hall close to Felon Perez if they will shortly reappear as employees of city funded non-profit or as a lobbyist for a city organization or as an employee of a firm or business receing vast sums of money from Hartford? They might as well keep the crooks and corrupt at city hall.

I am in agreement with Kevin on this, but how do you bar Susan from the job? What's your legal basis? She was never convicted of anything. If you were going for a job and the Mayor stepped in and prevented your getting it, what would you do? Sue the Mayor and the city, most likely.

Re Matt H being hired to manage grants for the Bd of Ed, isn't the city moving towards consolidating services that both the city + Bd perform to save $$$, e.g., procurement, human resources, etc.? Maybe not. The city can't even consolidate its own services... The city has duplication of services in that it has both a "Grants Administration" office in Management and Budget AND a "Grants Management Division" in Development Services. Sounds like a lot of management and administrative costs to me, just sayin'... The city could actually spend more of its grant dollars on completing real capital projects instead of spending a good deal on numerous duplicative city offices/staff that perform the same service. What do I know? I have a degree in art history.

I do think the word "corruption" might be a tad strong with respect to these recent matters which don't involve criminality. Perhaps the terms "unseemly," "cronyism," "of bad odor."
Getting rid of a given cadre of apparatchiks is fine, but the game will just go on with new players. We have what I think they call a "structural problem." Fixing it requires reducing the scope of muni. govt. Not that $ is necessarily corrupting, but it motivates/facilitates in that direction. If the municipal government were to limit itself to its original function of providing order there would be less money to hand out to contractors,law firms,do-gooder NGOs, and there'd be fewer return favors to pols and bureaucrats.
If the municipal govt. were to merely aim at improving its bond rating (I have a dream...) we could cut taxes, make the place more attractive to business and normal civilized folk, and , who knows, perhaps achieve as much if not more in the way of "social justice." Heck, to the extent we're concerned about sleaze we should consider turning down fed/state grants for this or that social cause; Eddie's AIDS issue, for example.
In the mean time, we have a mayor who ran for office promising "more and better social services to the communities."
Yankees ran out of gas in August. Hasta el ano proximo.

City government will be cut in the near future with perhaps an oversight board in Hartford's near future,much like Waterbury had.

One serious problem is that the city revenue stream isnt fit for 2010.We have an ever increasing NGO,non-profit and increasing amount of state buildings here..all of which are non taxable and the pilot program needs serious adjustment.

Another problem is the tax situation.The downtown element under Felon Perez received a 40 million dollar bailout or gift in the last reval due to Perez's largesse, atht e expense of the neighborhoods.Citizens are way over-taxed for the services they get.

Another problem is that city hall and its outlining partnerships with NGO's and non profits remains a cesspool for the criminals,corrupt,cronys and incompetants.

One last problem we have...and it is by no means the last problem, but for space reasons I will just outline this one ..is the amount of criminals,corrupt,cronys and incompetants in elected officials and within both major parties...we have to clear the deks of these leeches one way or another in order for Hartford to have any chance of rebuilding itself.All too often the "nest mayor" just brings in a new set of crimianls and cronys to rip off the city..

The BOE runs it meetings in accordance with Roberts Rules of Order.

Someone who voted in the affirmative can make a Motion To Recind, in accordance with Roberts Rules...if the vote is 4 to 4 or more in the negative against Hennessey's appointment then the appointment of Hennessey is recinded.

You should most certainly call Ada or Stallings,whom you appointed and get this done.Anyone at the BOE could have called Congressman Larson to get the grant money.He would be happy to do it FREE and thereby the City would save $58,000.

This is just my own naive theory, but maybe Segarra can not clean house as it was part of the deal brokered by the convicted felon when he finally stepped down. What else could it be? Does anyone else have any theories?

First of all, I have to say that I like what Sagarra has done so far, with one exception,he hasnt cleaned house fast enough for me but then again maybe he is just being very careful.

Secondly I dont think Pedro Segarra would make a deal with Eddie Perez about a thing.I just think Segarra is hesitent to act because he doesnt see himself as being the overly aggressive type that Perez was and will let the process play itself out.
