The two clocks can't overlap. So first you have Phi1 high and Phi2 low, then both low for a short while, then Phi1 low and Phi2 high and finally both low again. As the clocks snake their way through the circuit they might have slightly different delays so if the gap between them is not enough you might have a point in the circuit where sometimes both would be high at the same time. That would be bad.
