Remember that in order to keep an indictment sealed every single action related to the indictment must also be sealed: So, 40,000 indictments might all tie back (or, be sourced from) only a few initial indictments, with each of the initial indictments spawning hundreds or thousands of supporting actions, each required to be sealed.

I suspect if Sessions and Horowitz are doing their job the correct, legal way these indictments will surface on recommendations by Grand Juries.
