I don't like the fuzziness of the word poverty. It folds together the disabled who cannot work with the ex-con who cannot get a foothold in the job market. These problem sets are distinct and these groups should be addressed separately. It is extremely important to address the job market for the unskilled and those subject to bias.

Thanks for addressing an important topic. I love that Piven (and Cloward!) book! It's interesting that you mention their book directly after writing, in your last paragraph:

"anti-poverty, anti-racism organizations will need to take the lead. There are such organizations in every city. Are there ways for them to gain more influence?"

This is exactly the question that I remember P&C being so sharp on. It's been a while, but I recall their saying that the only thing that actually made a difference was getting people in the streets.

I'd love it if you would write more about this issue. I'm also particularly interested in the question of why poverty dropped off the radar screen even as median wages have stagnated for the past forty (!) years.
