Some of the thoughts of the authors make me think about Bob Jessop and his 'strategic relational approach' in political science and especially state theory (but his theorizing goes well beyond that and can be seen as a genuine contribution to social ontology). His theory has also the advantage that it shuns any form of rational choice theory despite the shared notion of 'strategy' (or 'strategic') that in itself might suggest otherwise. Instead, his approach is an elaboration of Roy Bhaskar's 'position practice system' and Margaret Archer's structure-agency dualism. I think with this theoretical credentials Jessop is able to conceptualize the interplay of structure and agency without conflating them in one way or the other (a position, if I'm not mistaken, also the authors discussed here are prone to with their strong emphasis on action).

In any case, you might want to have a look on Jessop's work if you have not done so already (my apologies, but I don't have an overview about the vast range of topics you have already discussed in your fascinating 'web-based monograph').

Best,
