As one of the co-authors of the OECD Guidelines, can i point you in the direction of this:

This looks directly at the issue of cross-cultural comparisons and was published more recently. The issue is still a challenging one, but the short summary of available evidence is that when you go looking for actual evidence of significant cross cultural biases in measures of subjective well-being, it is remarkably hard to come up with estimates that suggest a large effect.
