Well, I will have "The Sinews of State Power" be tomorrow according to reference and begin a careful reading. I had not noticed the work before, though I try to know what is being written academically on China.

A very interesting discussion. There are obvious analogies to United States government and politics. I suggest that localism, in some ways, is stronger today in the US than it was in 1948 when Strom Thurmond headed the Dixiecrat campaign for President. Segregation was stronger then than now but was weakening- I grew up in East Texas and attended segregated schools. Segregation, anti-communism and suspicion of unions were linked and matters of faith but there was no organized resistance to the Federal government and no rosters of candidates for local and state office who systemically insisted on ignoring ordinary evidence and facts.
