As Anonymous points out by referring to the Bomb on Board videos, bombings can be employed as "test runs" and are not always attempted with a certainty of bringing down the plane. If they were trying to test whether a drug-zonked 23-year-old would-be shaheed could handle the timing on this sort of device, the answer, thank goodness, is no.

I've been reading Cashill and Sanders book "First Strike" which challenges the theory in the National Geographic report. Theirs involves a terrorist in a light plane getting under TWA 800 and a missle fired by the Navy taking out both (Not accidentally. The Navy allegedly observed the small plane fly dangerously close to a DC-9 in the area, then head straight towards the 747.) As in the Oklahoma City case there's a lot of eyewitness testimony and political rationale for finding another explanation, but as with all conspiracy theories it's only one side of the story.

On the other hand, neither case involves the bizarre misrepresentations of physical reality that the troofers apply to 9/11. The theories are within the realm of the possible, it's mainly a question of whether anyone is overemphasizing some evidence and who is telling the truth.
