That's a really stupid poll. Those runner ups are SUPPOSED to be irritating, Jar Jar was supposed to be endearing. I would put Short Round on that list as well as Eddie Furlong's John Conner, Wesley Crusher, Deana Troy, Chris Tucker in 5th Element (sorry Octo), the entire cast of Full House, and almost any character played by Will Smith.
Here's a few more honorable mentions in my book: 1) That little bastard from Liar Liar. "You mean you haff to tell the twoof!?!?" 2) Jake Lloyd -just as annoying as Jar Jar. 3) Dana Carvey in Trapped in Paradise. It's a character that would be mildly acceptable for a 2 minute SNL sketch. He runs it into the ground. 4) Rick Moranis in ANYTHING, but Strange Brew is a good place to start. Unwatchable. 5) The Last Action Hero kid, particularly when he's eating popcorn in the theater at the beginning of the movie. 6) Woody Allen in his early films where everything that comes out of his mouth is a failed attempt to be funny. 7) The fat kid in Evilspeak.

Dude, I watched Strange Brew recently and IT DOES NOT HOLD UP! Seriously, I didn't smirk once throughout. It makes Bill and Ted seem like Shakespeare.
What about the kid from Problem Child? The red haired kid from Different Strokes? Bobby Brady? Kathy Lee Gifford? Star Jones? Howie Mandel? Gilbert Gottfried? Paris Hilton? Okay okay, I seemed to have strayed from the original intent of the poll.
It's most annoying "film character". Chris Klein was a good one. His sweet but slightly dumb act (is it an act?) grates. I had to look up Frank Whaley. I recognize the face but can barely remember him so I couldn't really call him annoying.

Oh, I like Strange Brew. Like when they bribe the secretary with donuts: "Maybe this will change your mind..."
My vote is for Shia LaBeouf. He's the annoying side character in I, Robot, Constantine and Charlies Angels Full Throttle. Plus he just plain sucks.
