Thanks for this. Very interesting!

Minor point: The Outer Space Treaty applies only to weapons of mass destruction. I'm sure you are right, however, that the X-37Bs are not intended to be "space bombers".

Good article. Secretary Wilson seemed to indicate that the vehicle used atmospheric lift to change orbits - but as you say the low point of the orbit never gets below approximately 250 km. This is low but not low enough - the atmosphere is still thin. Satellites are still in orbit until they are down to about 85 km (for more dense satellites) where they see very significant interaction with the atmosphere. The OTV would have to get down to approximately 85 km before it could significantly change its orbit due to atmospheric lift.
