My definition of "Straight Arrow" - one who makes an arrest when witnessing an arrestable offense committed right in front of his own eyes, even if the offender is a fellow badge toter.
My estimate of the number of straight arrows among 800,000 USA residents vested with arrest powers: Between zero and 100.

Really? How can anyone "know"?
And define "most."
What percentage places their oath above their orders? And how many, even if not directly involved in abuse or corruption, nonetheless look the other way and maintain a code of silence? [Via Jeet]
