I think Judge Covello also forgot the Fundamental right part, which means that Intermediate Scrutiny (there are other ways to achieve the goal, but this one is the best.), and Strict Scrutiny (this is the only way to achieve the goal, and that goal is justified) are the levels of burden that must be met when infringing on the Second Amendment. This will most likely go to the Supreme Court at some time, this will give the SCOTUS the opportunity to fix their lack of scrutiny level mentioned.
